The arrival of the Second Generation Core i3 processor heats up the market demand for the processors with decent integrated graphics performance. Intel did not change the core i3 etc nomenclature even when there was significant architecture difference with respect to the earlier architecture.

This gives a difference of 13.1 % – Not precisely proportional, since passmark gives overall score. Also, even while processor speed may be running differently, the memory communication transfer rate does not differ.
It may be safe to conclude that the Core i3-2100T is slower by an order of 13%. If low power is your priority, Core i3-2100T is preferable ( for example if you are looking for a server to save energy cost).
